Planning is the primary, the very first element of management. Planning does include forecasting. Forecasting obviously takes care of preventive measure.in several areas as TPM, signature, conditioning, etc.
The science of preventive measure has been fully evolved. The heart of this can be certainly used for preventive measures in Disaster Management. Preventive Disaster management is, therefore, the essential building block of Disaster Management.
