Re: [MTC Global] Academicians protest against creation of Gujarat State Higher Education Council

Dear Sir, The state run Universities will always be under the control of the political
party in power. This in turn translates to bureaucratic control over the University
administration. On the other side is the Private Ownership of the University, this model
also translates to the control by Private Interest groups. Thus control is ubiquitous.
Our Indian experience has been that in either of the systems we do not promote quality as
a goal. Both the systems hold the academics responsible for the poor quality of education
When we compare our educational systems with those in the developed West, we find that
academic autonomy, academic freedom and the close collaboration of Industry with
Academics (both in terms of research opportunities and the movement of people from one to
the other), and options for the students to choose the courses are the key factors that
make the institutions of higher education stand out.

However, it is for the university administration to create conditions for such an
environment in the University; this part is the enabling aspect. The rest lies with the
teachers and it they alone that will make the university distinguished in any significant
way.

indifferent with the rowdy and nasty political interference

....To change the external world, the Academicians shall change first....

Protest against Gujarat government's move to form a 'Gujarat State Higher Education
Council' has reached the Knowledge Consortium in Ahmedabad, where Gujarat University
academicians are planning to oppose the move.

The protest, which began from MS University, has reached Gujarat University, where
academic and administrative staff joined hands in protest at the state government's move.

The employees have alleged that the government through the Bill - which was passed
'unanimously' in the absence of opposition Congress members, but has not been signed into
law by the governor - aims to fulfil the hidden agenda of the Common Universities Act,
which has failed to see light of day since 2005.

The protests at MSU saw more than 100 academicians unanimously opposing the absolute
powers the Bill vests in the state government in matters of higher education. A similar
protest was also seen at Hemchandra Acharya North Gujarat University.

According to experts the new Bill once becomes law will affect the quality of education
as powers are taken away from university vice chancellors, who are academic experts.
Experts feel Section 15 of the Gujarat State Higher Education Council Bill, 2016, which
gives complete power to the government, should be scrapped.

"The government in a bid to take control of universities in the state, got a crucial Bill
passed in the Assembly, which, if it's cleared by the Governor, will give sweeping powers
to the state government and curtail the authority of vice-chancellors," said Kirit Patel,
a member of the academic council of North Gujarat University, reported ToI.​--------------
