Those in Delhi's academic circle see it differently. There is a trend. There are no heads in major national institutions that are Cabinet Committee appointments. 21 JNU professors have been put on watch list for their political views. Government is looking for people with compatible political leaning. Not new. CPI (M) did the same thing in WB. any cadre based party does that. Ruling dispensation is a cadre based party. Unlike the previous regime in WB,It does not have enough qualified people in the cadre for such high profile academic assignments. It needs to find converts and sympathisers who can patronise right wing students and teachers.
Problem is somewhere else. If any post lies vacant for long, though not heads of institutions, finance ministry tries to axe that post. Education is the worst victim of fund cuts. I have experienced it while heading two major national institutiond and also as member of the working committees of the planning commission.
Respected Stephen sir, there are two kinds of reasons for this kind of pathetic scenario.... first, whenever, government colleges in general and the universities in particular are given an opportunity to fill up teaching vacancies, mostly, those vacancies are being filled up based non-academic, extraneous factors such as caste, religion, region ( ANDHRA VIS-A-VIS TELANGANA in our state), political influence, GUIDE influence level, last but not least is the bribing capability of the candidate in some worst cases and so on so forth.....of course, now and then some exceptions might have been there......
.....As a result, having realized the ground reality, governments' are not evincing much interest either in filling up teaching vacancies, nor they are interested in filling up VC vacancies....
....taking advantage of this situation, private universities and private colleges started dominating the higher education scenario.....
.....this may continue for another 10 years.... to come.....let us struggle for the best days to come....

Over 22 Colleges are running without a permanent principal, irking the varsity's teacher's association, which has been demanding streamlining of the appointment process for a long time now.
Colleges which have been operating without a permanent principal include Hindu College,, Sri Ram College of Commerce, Kirorimal College & Kamla Nehru College....these are prestigious colleges and despite the HRD ministry which has been at the center, the lackadaiscal attitude of the Ministry just shows how much importance they attach to education.
People had and still have great expectation of "Achche Din" but the delivery is just not there. Other political requirements over-rule the Government's concern in this particular area and this conveys a very wrong impression. Word of mouth among youngsters is very common these days and though I had heard this a few months back as my own son is a DU college boy, I see the confirmation in TOI report today.
Can the Government wake up to its priorities?
If being in Center in Delhi, this is the scenario, I wouldn't be surprised if the situation is any different elsewhere.
