Under Right to Education Act, no detention policy implies that you cannot retain any student up to 8th standard irrespective of the fact that h/she has attended the classes or not; cleared the examination or not.
Parents of the government schools specially in the rural areas did not recognize the importance of education in once's life. They prefer to take their  male children along with them as an additional earning hand  while female children to look after their homes. Children are just enrolled to get the benefits of various policies of the government. They openly shared that you (teacher) cannot retained the children or struck off their names from the rolls.Apparently when the child's foundation is week, how long the structure upon week foundation can survive.

University's are pro students and they do not want to get involved in any issue that will lead to controversy even if college is ready to submit required documentary proof, though the rule is made by University
Secondly , in a scenario where admissions are already suffering either detention or expulsion means loss of admission because in most likely hood the student will not return
To control the absenteeism % we need some new innovative ideas where punishment is felt also and the damage is repairable later
This year we failed the students whose % was less on the account of non completion of term work and projects in time hence internal assessment marks  were not given. The students were told since you have not attended classes we will not be able to give internal marks on the work not done during the session.

controlling class supposed to be through more interactive-fun oriented learning and immediate consequences for misbehaviour, but not harsh punishments. It is proved that positive reinforcements works better than negative and punishments. So it can be adopted. Low class size at primary school and take out teachers from non academic works will ease the situation.

Detention policy is a very handy one to inculcate discipline in the campus on all ways and means. The class-room attendance, general discipline, late arrivals, non-submission of assignments, romance acts in the campus, disrespect to faculty members, etc., must be considered as serious matters and detention is to be exercised in campus.
 
Though nowadays parents do not wish to listen to the grievances put-forth by the faculty/mentors to the parents of the students, the parents put deaf years and lastly, when the detention is issued, then the parents come to the campus and get themselves narrated. Even though parents denials are uniform occurrences. 
 
If detention policy is not in vogue, the students become uncontrollable. But detention policy must be adhered to with maximum care  
by the colleges.
