2. I have other and bad sad experience. In some reputed institutions ( not mentioned the name) the Principals , although Doctorate and Professors, neither take classes nor interact with faculty with the fear that their wisdom will be exposed. They have only one point programme .i.e  to satisfy the politicians, or higher authorities . They always speak volumes and show they know every thing without knowing any thing. Of course they are big full. What you will do with this unwanted so called intellectuals for the noble institutes.

3. These are thousand dollars questions.

If all the hazardous functions are to be performed by the Principal, then ,who could come forward to accept it. Is it a challenging job  or joining hands with unscrupulous acts?. 

That's why many doctorates are declining the post of principal. Of course, a Professor who is not interested to teach, and not a doctorate, no issues, they are ready for it at times and are to perform  such functions
