Business Analyst - Learning Management System
The Lead Business Systems Analyst (LBSA) chief role is to assist with the management, coordination, and support of the projects, programs, and initiatives requested by city departments. Specifically, The City of Phoenix (City) is currently in need of one contractor LBSA to provide temporary professional services staff augmentation for the Learning Management System Project. The LBSA will assist in documenting departmental business requirements, mapping the business processes, and developing a statement of work. One business analysts with strong skills in gathering business and technical requirements, mapping business processes, facilitating gap analyses, and contributing to other written business deliverables necessary to increase the business value and quality of services and solutions while bridging the communication gap between the business and technical staff is required. The LBSA will help the business implement and sustain quality business solutions by determining the requirements of a project or program and communicating them clearly to stakeholders, sponsors and project teams. The LBSA is responsible for working directly with customers, project managers, project team members, enterprise architects, business decision makers, service owners, business process owners, and a multitude of other roles to perform the duties assigned.
The scope of work for this project includes the following:
1. Gather citywide requirements for a Learning Management System.
2. Develop an RFP for a Learning Management System and Professional Services to implement the system and train staff.
3. Select successful vendor.
4. Implement product.
5. Perform training and knowledge transfer.
• Elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis.
• Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.
• Proactively communicate and collaborate with external and internal customers to analyze information needs and functional requirements and deliver written business and functional requirements.
• Utilize industry recommended practices for requirements definition and management systems and methodologies.
• Successfully engage in multiple initiatives simultaneously
• Work independently with business and technology personnel to define concepts and approach for analysis.
• Strong analytical and business skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.
• Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts.
• Serves as the conduit between the customer community (internal and external customers) and the Program Management Office through which requirements flow.
Other Skills Desired
• Bachelor's degree in business, computer science or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
