Well said Dr. Waghodekar,


It is the law of nature that as we grow we become more self reliant, more aware of our own abilities and limits. We tend to enjoy autonomy with a pinch of responsibility. The question is "whether more autonomy" for universities will leads to better performance (translated as innovation, quality, success or profits)?


Regulations may be needed to protect the society from malpractices but it should not be used to stifle progress. UK does not have written constitution but it thrives as a democracy. Many of the universities in UK are also world class. No Ministry of Education or UGC!


University rankings may be flawed but in a small waythey have become indicators of standards, practices and  QA in the modern world. Those at the top are there because of their continuous efforts, hard work, experimentation, innovation and perseverance. We can not apply the law of Karma to learning and enlightenment. As Buddha himself said, "you have to do it yourself," the hard way; in other words, no pain, no gain. Cheers.

My take is:

  1. Like other buzz words as CSR, Quality Education, secularism,  we have freedom of speech/expression/ thoughts and autonomy.
  2. Autonomy does not mean freedom to behave as one likes to.
  3. In the real-life world there is nothing like 100% pure (infinitely pure) or 100 % impure. In fact,  it is beyond the man's perception to realize these two extreme stages. It is a mixture of good and bad but degree varies.
  4. Hence, I defer from  the generalization  done in this e-mail by the learned Professor.
  5. I am in teaching profession since last 5 decades serving in the top administrative and academic position in different states right from Polytechnic to IITs;  public and private sector. Since my models are: Swami Vivekananda, Dr Ambedkar, Krmaveer Bhaurao Patil , Jyotiba Fule, Shivaji Maharaj and M Visvesvaray,  I am inclined close to purity of my functioning, got good support from all and faced the odds as the test to prove my purity.
  6. In short, let us respect those who love purity and do not abuse the others. Both play a social role!

There are two sides to a coin and so also it holds true for this choice between the devil and the deep sea. While Autonomous status enables an Institute to restructure its policies and curriculum in line with the current and emerging market trends, it would be handicapped initially as its Degrees may not be recognized by corporate - especially if one is applying or seeking a career in Government services. To prove itself, the institute has to toil and earn its recognition and reputation by offering excellent quality cadres from its stable who would naturally be the Brand Ambassadors for the institute.
In terms of an institute not having sufficient capital/assets for overall development for its students, the management could seek enrollment for UGC aid thereby leaving its reins in the hands of administrators who would be breathing on its neck. Many UGC aided colleges also reported drop in Engineering streams so the winds of change blows equally over private un-aided and UGC recognized colleges. The real assets of an Institute are its Teaching staff...their dedication and passion is what would shape the lives and careers of youngsters. Student community in present age is very well connected through social media and good works and good deeds are surely appreciated and talked about and good reviews would surely bring positive results in terms of admission and quality of students opting for the institute.

Many autonomous and affiliated colleges carry their own flaws and adroits but what really matters is the true determination of their goal/mission/vision to enhance the quality.

Yes, all indicators lead to one simple evidence- autonomy does lead better performance and to excellence.  It is proven by our journey in life. The World University Rankings also makes it clear that private and autonomous universities do a better job  of remaining competitive and thereby contribute to improving quality of HE.
