This is the notification on which everyone is fighting ....in the name of gau raksha
It only bans sale in open market. Does not ban the sale from animal rearing farms and suppliers....

According to a gazzette notification dated May 23 by Ministry of Environment, Forest and Climate Change, cattle means a bovine animal "including bulls, bullocks, cows, buffalos, steers, heifers and calves as well as camels.

The new rules titled 'Prevention of Cruelty to Animals (Regulation of Livestock Markets) Rules, 2017' have put restrictions on the sale of cattle. The rules mandate the constitution of District Animal Market Monitoring Committee by the District Magistrate or Collector and Animal Market Committee at the local level in consultation with District Magistrate and the State Board for the management of animal markets in the district.

The rules say that member secretary of the Animal Market Committee shall ensure that:

a) no person shall bring to an animal market a young animal;

(b) no person shall bring a cattle to an animal market unless upon arrival he has furnished a written declaration signed by the owner of the cattle or his duly authorised agent—

(i) stating the name and address of the owner of the cattle, with a copy of the photo identification proof;

(ii) giving details of the identification of the cattle;

(iii) stating that the cattle has not been brought to market for sale for slaughter;

(c) every declaration furnished to the Animal Market Committee shall be retained by it for a period of six months from the date on which it is furnished to them and the Animal Market Committee shall, on demand made by an Inspector at any reasonable time during that period, produce such declaration and allow a copy of it or an extract from it to be taken;

(d) where an animal has been sold and before its removal from the animal market, the Animal Market Committee shall—

i) obtain the expenses incurred for each animal, as approved by the District Animal Market Monitoring Committee, so as to provide the basic facilities for animals and people;

(ii) take an undertaking that the animals are bought for agriculture purposes and not for slaughter;

(iii) keep a record of name and address of the purchaser and procure his identity proof;

(iv) verify that the purchaser is an agriculturist by seeing the relevant revenue document;

(v) ensure that the purchaser of the animal gives a declaration that he shall not sell the animal up to six months from the date of purchase and shall abide by the rules relating to transport of animals made under the Act or any other law for the time being in force;

(vi) retain such record for a period of six months from the date of sale;

(vii) produce such record before an Inspector on demand being made by him at any reasonable time during that period and allow a copy of it or an extract from it to be taken;

(e) the purchaser of the cattle shall –

(i) not sell the animal for purpose of slaughter;

(ii) follow the State cattle protection or preservation laws;

(iii) not sacrifice the animal for any religious purpose;

(iv) not sell the cattle to a person outside the State without the permission as per the State cattle protection or preservation laws;

(f) where a cattle has been sold and before its removal from the animal market, the proof of sale shall be issued in five copies, out of which first copy shall be handed over to purchaser, second copy to seller, third copy to tehsil office of the residence of purchaser, fourth copy to the Chief Veterinary Officer in the district of purchaser and last copy to be kept intact in the record by the Animal Market Committee.

That is our problem. We get carried away by emotions rather than the facts. General public is so trusting that any lie fed to them by a politician or a vested interest is immediately accepted and reactions start.

In both the cases the possibilities of non-economic considerations like the matters related to religion and secularism have been hidden.

*  If the constitution safeguards the economic and social liberty then it should not be prescribing the food choices to the citizens.

 

Just perception?

I read the order because I couldnt believe a Govt said eat this and not that....and was truly stunned at the mayhem caused without reading the order.It spoke of certifications and one lame guy with a lame excuse says people in Tamilnadu cant read these forms-really?

Lets not forget that while we need to keep an eye on the export etc we ,in India,are being fed with meat that is dangerously  contaminated and adulterated.

How are we going to prevent the smuggling of good milch cows for slaughter across the Bangaldesh border?

No simple one word answer this...

My take:Prohibition of cow slaughter is part of the Constitution under Article 48 "Organisation of agriculture and animal husbandry", which reads: "The State shall endeavour to organise agriculture and animal husbandry on modern and scientific lines and shall, in particular, take steps for preserving and improving the breeds, and prohibiting the slaughter, of cows and calves and other milch and draught cattle."

 

Seth Govind Das, a member of the constituent assembly, called for the prohibition of cow slaughter to be made part of the constitution as fundamental right w.r.t Sri Krishna.

Here one should not miss that fundamental rights are meant for human beings but not animals.Supreme court has an entirely different reasoning - it takes into consideration the economic considerations, agricultural outputs and milch yields.

*COW can be made holy for obvious reasons...but why other animals?

Sometime Populist measures and knee-jerk reactions cause more damages than yielding short term gains for a government. In the past few years there have been massive crackdown on NGO sector and in Delhi itself more than 1000 NGO's were black-listed and lot of them had to wind up resulting in employees rendered jobless. This was more out of fear about black money and hawala transactions being operated through some NGO's. Foreign funded NGO's were under scanner and accountability was brought in. Even Bill & Melinda Gates Foundation was put on blacklist for a short while till US Government intervened. Since I was briefly involved with NGO sector and still have contacts and connections, I am aware of how uncertainty and cloud of gloom hung over the sector and many people had to seek alternative avenues.

Now with the latest Government Order with restrictions on Buying/Selling Cattle and the Cow vigilantism is bound to render the 1Trillion Rupees worth Leather Industry redundant throwing nearly 2.5 lac employees engaged in production of leather goods jobless adding to the already growing number of unemployed.

We do hear a lot about "Skilling" but on paper except for one sector - Medical - Vivo who has been spearheading new avenues of training in Nursing/Paramedical, there aren't too many players as there isn't any focus or goal or perhaps lack of direction.

Future scenario surely looks alarming and gloomy.

A jobless growth describes a situation in which an economy recovers from a recession but the job market does not. "But, we should also know that our country has only two per cent technical workforce, against the requirement which is huge," Dattatreya said. 

 

However, the Union Minister for Labour and Employment said the Narendra Modi-led government's initiatives such as 'Skill India' aim to address this shortfall. He said it was true that the statistics department showed that employment generation figures appeared to be on lower side. 

 

"But, I have not received confirmed data from 23 ministries about job creation in their respective fields. I have therefore set up a task force to compile the figures and come up with (figures of) actual employment generation," he said. 

 

The minister also said the current education system has too much emphasis on theory. For instance, he said, in the engineering field 80 per cent curriculum is theory and 20 per cent is practical knowledge, while it should have been 75 per cent practical and 25 per cent theory.
