I strongly agree. My take is:

1. Private/public sector organizations charge many times fees for job application blanks (recruitment), admission to various prgrams through brochures, etc.
2. Such activities, being investment in the national/public interest, must be free, even for employed personnel.
3. For example, can you imagine how much revenue is generated say by the Govt.  through admission brochures that are charged in the range Rs 600-1000? The brochures/Application blanks  are normally available on-line.

yes completely agree with the view. In fact may it be any sector private or public, there should not be any fee charged pre-employment.
