Somewhere some human being is dishonest to start the chain of corruption. So saying that everybody would like to bring up his/her children with honest means of earning does not go well.

Good analysis of corruption. 

 

My take: Most of the corruption falling under the head: Citizen : Government Corruption is the cause of anxiety by the citizens. 

 

Ignorance is another factor. 

 

At Suvidha Centres, people though graduate or Post graduate prefer to pay to the matriculate service providers to fill their forms rather than reading and filling the form. And thereafter submitting the same for the service.

 

 When they get the form filled from a matriculate service provider, the vicious circle of corruption starts. For a simple and easy service,

 

The service provider says: This is a very tough job. If  you want the job done in 1 or 2 days or say one month. then for this you need to shell out some extra money.         

 

And see,  this P.G. applicant agrees rather than filling the form and submitting at the counter.  The people are so lazy that  instead of walking a small distance on foot, prefer to pay for a cab and then start blaming the cab service was not fine, was costly, behaviour of driver was not right. 

 

Same is with the various services provided by Government and the corruption involved. 

 

Corruption seekers are many times not ready to accept corruption but it is the service seeker who gives money to the service provider.

 

In a survey, it was found that 70% of police personnel were not willing to accept the money beyond their salaries but the public forces them to take the money. 

 

They wish to feed their children with  money earned with honesty i.e. the salary they get from Government.                     

 

It appears to form opinions without data has become the routine of people. 

 

An in depth studies will show that human beings are honest, dedicated and wish to bring up their children with honest means of earning. 

 

They dislike corruption. Corruption is forced upon them. Once they become the link of this chain, chain does not leave them and it becomes a habit. 

 

This was my take.

Citizen – Government Corruption 
Bribes for various services like Ration Card, LPG connection, Vehicle Registration, Property Registration, Driving License, Water Connection, Electrical Connection, Getting Sewers Clean, Income Tax Assessments, Municipality works/permissions, Police FIR, Traffic Police, Passport Verification, Provident Fund collection, Birth/Marriage Death Certificate, Aadhar/ID/Voter card, Railway TC seat assignment, School and College Admission, Hospitals, Courts, Getting Government Jobs and Transfers. 

Business - Government Corruption 
Bribes and Kickbacks for getting licenses, getting qualified as a Government supplier, finding tender information, winning a contract, collecting dues, supply nexus where the Government/Taxpayer is cheated, Corruption in cash and kinds, with individuals officers or everyone in the chain/transaction. Bribes are paid for most inspections and certifications like Labour, Quaity, Fire, Safety, Weights and Measure, Pollution etc as well as to renew most licenses. Bribes are also paid in most tax dealings like VAT, Service Tax, Customs/Excise to get clearance or file a return. 

Business – Business Corruption 
Bribes paid by entrepreneurs/SMEs to get qualified with big companies to do business, get tender information, secure orders, collect payments, get ahead of competition. In some cases where supply is in shortage, bribes are paid by distributors/dealers to get stock. SMEs used by large companies as sub-contractors to pay bribes to the Government. 

Citizen- Business Corruption 
Citizen paying bribes in some private school/colleges for admission. Bribery of private company officials to secure a job. Bribes being paid for home loan, insurance claim processing, faster processing of phone/internet connections.
