Disappointment is understandable. But we need to think more critically. If India has been described as Viswa Gyan Guru, It should be obvious that this title is ascribed by Indian scholars and not based on any comparative study like the one referred by Dr. Dutta. Incidentally,  China is at 47th rank compared to India at 42nd.  

We need to carefully study Ancient Indian Education. Some of the outstanding treatises for interested scholars are by RK Mookherjee, Santosh Das, Altekar, Srivastava, Keay(!) and others. Indian glorious time has to be seen in context. China, Egypt and   Scandinavian countries have very old rich educational heritage. These countries had done equally well. But the communication was not well developed. Chinese scholars like  Hiuen Tsang, Fa Hien took years to reach India.  

More importantly, in the glorious years of Indian education and Gurukula, education was restricted to upper castes only. It was not a democratic right for all. One hardly comes across a    good account of institutionalised women's education in Ancient Indian Education. This is the era of democratization of   education. There are huge diversities in the background of students and teachers alike. Quality is a big concern. Equity and access without quality is Games People Play with mass education. 

It needs huge investment by the Government. Right in 1st FYP, education got more than 6% of GDP; but the budget was diverted to flood management. The sector never recovered from around 3.5%. Imagine the accumulated deficiencies over the last 12 FYPs. EFA, SSA, RTE were some of the efforts to speed up the process of education for all.  There is a further cut during the last few years.

 It takes time to rebuild a system that was destroyed by nearly 1000 years of foreign invasion. One example will be useful. in 1901, Indian literacy rate was 5%(British Competence after 150 years of British Rule!). In 1947 (read as 1951) it rose to 18.33% (mere 14% during the nearly 50 years of British rule. Between 1951 and 2001, it rose to 64.84 - a jump of 36.51% - more than double of the previous five decades, during the first 50 years of Indian governance. 

But, there is no place for self-fulfilling prophecy. We need to do much more. Philip Altbach wrote in the context of higher education that India has not bad at all. While I agree with Altbach's assesment, I prefer to add, WE COULD HAVE DONE MUCH BETTER. India needs to manage better, with special focus on teacher management that cost more than 85% of education budget. I must mention, Teacher Management is global concern today, not just Indian problem. 

 MITcians who are seriously interested, may pick up Educational System of Ancient Hindus (most authentic among the books on the subject) by Prof. Santosh Das, and    Ancient Indian Education: A plea for reintroduction for arresting the social decadence of our time by N.P. Mukhopadhyay.
