We need to read the statement "research no longer must for promotion of college professors " in proper perspective. My take is:
- As per CAS 75% professors posts are available for promotion who joined the cadre of Assistant Professors or so.
- Associate Professor, Professor and Principal have the same pay scales under 6th CPC with different AGPs, e.g., Rs 6000/7000 (AP), Rs 8000/9000 (Associate P) and Rs 10000/12000 (P/Principal).
- All University Acts have invariably a Statutory provision for Teachers' Performance Assessment/Appraisal (PA). We know how it is being implemented.
- With the 6th CPC declaration (to be implemented wef 1.1.2006), PBAS based on API was also notified under the title CAS.
- APIs consider some criteria for faculty Performance Evaluation (PA) recommended under CAS. Research, publications, projects, book publications, etc. is one of them. And the actual research work carries comparatively a low weight age in the total PA (please refer to the PBAS/APIs Notification).
- I fear if all the universities/IITs/IIMs/NITs and colleges have implemented PBAS in letter and spirit.
- To my knowledge, Engineering and other Professional colleges are treated as University Department because these colleges are allowed to recruit faculty against the post of Professors.
- Hence, the interpretation of the above statement needs to be done carefully.
- For instance, if I interpret Research is not mandatory for the post of Professor, my next argument is why then PhD is compulsory for the post of Associate Professor/ Professor/Principal?
- Like Polytechnic having 3 faculty cadres (AP/Lecturer, HOD and Principal) (AP/Lecturer: Polytechnic, in AP's pay scale but with First class degree (UG), HOD: Polytechnic, in pay scale of Associate Professor/Principal but PG qualified, Principal (Polytechnic, in the pay scale of HOD/Associate Professor/Professor but PG qualification), colleges too have 3 faculty cadres with the same pay scales but with lower academic qualifications.
- And if in future the PhD clause and research clause in PBAS are turned to be not mandatory, one can just judge the status of quality of HE that is deteriorating day in day out in India.
