Re: [MTC Global] After IIMs, govt mulls more autonomy for private B-schools

I have been working since 2013 on acceptable wage policy setting within the given frame work; constrained byvarious regulatory bodies like AICTE, UGC, University, MHRD and State Govt, EPF office, IT Act, etc. It is really an Herculean task to meet both the ends: revenue generation and recurring and non-recurring expenses. This calls for overdraft. Almost 50% fees is to be reimbursed through State Govt, especially Social Welfare Department. This fees never gets in time, crores of Rs are withheld for more than 2 years. Since 2013 as a policy Management has been releasing increment and pay hike wef 1st July every year. Deficit is the natural law. My take is:

  1. Revisit the CPC wage policies. Are they really rational, down to earth?
  2. Faculty of Polytechnic and UG Degree colleges are placed in the same pay brand though the academic qualifications differ.
  3. HOD Polytechnic/ Engineering college, Principal Polytechnic/Engineering College , Associate Professor, Professor are in the same pay band (6th CPC).
  4. Faculty is actually engaged for teaching-learning process hardly in the range 30%-60% pa.
  5. Technical and Management institutes are most non-technically run: no lean philosophy, no cost reduction,  lower productivity, etc.
  6. We have adopted Credit system and credit weight is given to marks obtained in exam. The lying assumption is attendance be 100%. In fact students having attendance in the range zero % to  74% are allowed to go for exam, no detention.
  7. Teaching load computation in most of the cases is done wrongly. It is not measured in credit hours but normally hours of engagement, e.g., for Assistant Professor it is not 16 credits/week but 16 hours/week.
  8. There is an obvious cult to go for Flipped classrooms (bunking!). Actually engagement of theory and practical happens to in the range 30% -70% pa.
  9. Most of the universities have course prg structure of 30to 35 hours/week. It needs to be 16-20 hours because ICT tools.
  10. The present norms of students: teacher for a class of 60, project/practical batches, etc. needs rethinking. It needs to be enhanced.
  11. The ultimate result is compromise with quality of education. The outcomes are disastrous.
