While the students are admitted to B.Sc. Nautical Sciences or Marine Sciences , to check their aptitude and attitude, a psychometric test is given. Clearing this online psychometric is essential for admission to B.Sc. Nautical or Marine Sciences. In case the student does not clear this test, no admission is given in B.Sc. I. This is generally followed test by the institutes recognized by Directorate General of Shipping, Govt. of India.

On the same lines, an aptitude and/or attitude check test is essential to test the caliber of candidates fit for teaching profession. Many do not fit the profession but for job join it. 

Even the Honorable Prime Minister of India, Shri Narender Modi has advised that the schools and colleges should issue "ATTITUDE"  Certificate to the student not the "CHARACTER" Certificate as is issued now.

I am of the firm view that if we focus on school education with competent teachers, we can go a long way in ensuring quality in higher education. Government need to focus on strict training of new teachers and only competent ones to be given clearance, it also needs to have separate program on re-training of existing teachers to match the competency norms and those who cannot come up to standards need to be replaced with new competent teachers. It should be made mandatory for new teachers to give two years of service in rural government schools and one year in city government school.

We have seen how in Finland education played an important role(and within that teachers role) in the overall development of country.

Forget about giving proper care in selection and nurturing of teachers, who prepare tomorrow's leaders managers, we don't even have a draft manpower plan so that we know different kinds of manpower required for planning accordingly. We simply goon producing thousands and thousands of graduates without synchronising with nations requirements.

Hence the so-called demographic dividend remains elusive.
