I am very much agree with your statement teachers are very much busy in doing non academic work at their institutes, did not get time for study, simoutaneously they get frastrated while doing such a monotonous work, even they did not want to focus class room teaching the reason behind this may be close contact with principle . In my opinion this practice should not get promoted further more. And teachers should get time to focus on academic upliftment.

But it is very common in colleges [HE] and it is named as Academic Administration and also calculated in the world-load. Many places administrative staffs are very few and most of the activities run by faculty only.
