SCOPE OF SERVICES

 

The Department of Housing Preservation and Development has a need for an experienced Business Analyst for the Housing New York (HNY) project. The Business Analyst will be responsible for ensuring that business requirements and best business practices are implemented as a software solution.  The position requires an understanding of core business processes and the ability to bridge these requirements with the technology that will be deployed to support them. The analyst is expected to perform the following:

Work with HPD internal and external stakeholders to identify IT business needs.

Develop business user stories, use cases and acceptance criteria that detail functionality, data requirements, security requirements, and inter-operability requirements.  

Maintain product backlog of defects and enhancements for project life-cycle. 

Manage the requirements gathering process and create well defined product documentation to ensure a solid foundation for future enhancements.  

Act as main liaison between the business users and TSD developers, data modelers, and quality assurance staff to translate business requirements into a technical solution. 

Work with the business to establish software delivery acceptance criteria.  

Coordinate user acceptance testing of software solutions.

 

MANDATORY SKILLS/EXPERIENCE

·         Minimum of 2-4 years professional experience as a Business Analyst.

·         Excellent verbal, written, organizational skills.  

·         Experience with process and data flow mapping.

·         Experience working in Agile or other Iterative SDLC approaches.

 

DESIRABLE SKILLS/EXPERIENCE :

  • 2-4 years as a lead analyst in leading the business requirements process and major role in applications projects through all phases of the SDLC.
  • Team oriented with strong listening, persuasion and negotiation skills.
  • Process flow re-engineering experience.
  • Experience in database query language.
  • Expertise in evaluating system requirements and capabilities.
  • Knowledge of client server, SOA, web architecture and relational database structures.
  • Proven track record of successful systems implementations, including project management process mapping and needs assessment.
  • Able to take the business perspective and make complex technical concepts understandable for users as well as translate abstract ideas into tangibles.
