Whatever may be the motive of the donor the crackdown is because of non submission of financial accounts and statements.

If the foreign funding is only for humanitarian purpose, the government action of repressing NGOs may be incorrect. There is is a feeling that in the guise of humanitarian gestures, there are certain concern like making use of the funds for religious conversions and using the funds for scholastic projects which pervert Indian History. Effect on universities

The FCRA cancellation at the universities and colleges is likely to affect fellowships that are offered for international seminars and programmes to students, as well as the memoranda of understanding, or MoUs, that each has signed with foreign universities or institutions. For example the University of Delhi has as many as 50 MoUs with various universities and these programmes may be affected.
