The strategy in the 12th Plan is to improve quality. This should be based on national initiatives that benefit all institutions by creating a strong performance culture. This can be achieved through effective use of competitive grants, focus on evaluation and feedback of both teaching and research and ensuring transparency through information disclosure to enhance student choice.

 

Action areas to improve quality and skills

 

Keeping this in mind, the Plan has identified strategic leverage points where successful action could trigger many supportive reactions throughout the system. The seven critical areas of action are:

1. Align Centre's investment with that of the States by strategic central financial support to the State governments, based on carefully prepared higher education plans for each State.

2. Support equity-related measures through targeted and effective schemes, which will replace the existing maze of multiple and outlay schemes and make student financial aid available through a single portal linked to Aadhar.

3. Develop academic staff to give students a positive learning experience through improved curriculum and better pedagogy that leverages technology and assessment aligned to learning outcomes. Use existing institutional arrangements, the 'hub and spoke' system of the affiliating system for capacity building and creating subjectwise networks, 'new schools of education' and 'teaching and learning units'.

4. Promote research excellence by supporting and nurturing pre-selected research-focused institutions and centres through competitive grants and research evaluation with provision of hiring globally. Also, support excellence clusters, networks and alliances amongst academic institutions and with industry and businesses for collaborative research

5. Create, develop and nurture an ecosystem for short cycle, skill-based and remedial higher education akin to North America with mobility to regular degree programmes.

6. Create new institutional arrangements for development of academic leadership, policy research, robust data system for policy making, enable informed student choice and addressing unfair practices.

7. Learn from good practices globally and connect the country's higher education to that of other countries so that it's globally benchmarked. In our strategy in this Plan, individual institutions would be given autonomy to develop their own distinctive strengths, while being accountable for quality. In several cases, new structures and institutional mechanisms may have to be created that require coordination across several ministries and agencies.
