Plagiarism is a deadly sin for academicians and students.

India has a big divide between elite and non-elite class. Elite class is hardly 2 - 5% (optimistic estimation) out of which almost 50% serve the foreign developed countries  and the rest control whole of India.

Plagiarism is not a new phenomenon in India but because of more awareness about publication in the academics, plagiarism has turned to be a burning issue, but with a very limited success.

Other than academics, it does exist in administration and other sectors, e.g., we include in our reports foreign published material, most of the circulars are replication of earlier communication with minor changes here and there, etc.

We believe in short cuts.

There are various means to stop plagiarism and related issues. Implementing TurnitIn for checking plagiarism through similarity reports at every stage of the dissertation is quite helpful. However, research is not all about writing skills but also about creativity and innovation.

Yes, it is very important to select an appropriate topic and have a well thought out concept paper. The candidate should be able to explain in the interview what he/she intends to achieve with the proposed research topic? The interview committee should vigorously examine the candidate educational background and work experience, if any, in the given field. Since most Indian universities are turning into degree manufacturing mills cultivating research capacity will remain a challenge. Creating a culture of excellence through research does require expert faculty, not just lecturers or talking heads.

As a candidate has to go through an interview at the end of research. I suggest that there should be an interview beforehand to approve the topic of the research and expected outcomes, to evaluate whether the candidate has clarity on what he is seeking to find through research and the approach to achieve that goal.

before we do research , we need to plug plagiarism and copyright violations.
we need to stop instances of supervisors forcing their research candidates to part with their hard work for the awarding of their degree.
we need to single out and punish those who steal work of others and claim it as their own.
we need to build research acumen and promote the new individuals for its commercial benefit. 
right now either those who are already there ...are there...or we have a large scale favoritism in promoting others. Very few are looking for students or followers of their legacy. 
even the ranking of universities will be beneficial only then. otherwise if research is one of the criteria for ranking, which it must be.... there will be pressure on the faculty to show research performance and we will see more of the copied work being produced.
since Dornacharya had to fight opposite his student Arjun. Faculty are vary of passing on their legacy to their students.....i feel.
